When records are missing or wrong, the risks show up later: technicians isolate the wrong breaker, spares are ordered for equipment you do not have and a fault takes hours longer to find. That means downtime, safety incidents and delay at handover while teams chase documents that should already exist.
USP&E Helps You Hand Over a Plant That Matches Its Records
We know that a hyperscale campus cannot wait while teams search for drawings. USP&E has delivered 150+ power projects in 45+ countries, with 25,000 MW contracted since 2002, and our 400+ engineers and project managers build and operate power plants, so we see both sides of handover. Our systems are ISO 9001 and ISO 45001 certified, and every deal runs under FCPA and OFAC controls. USP&E is a full-service EPC and O&M contractor, not a broker.
You do not need a mountain of paper. You need one list of what must be handed over, one system to hold it and a habit of recording changes on the day they happen.
Agree What Must Be Handed Over Before Work Starts
Write your handover list into every contract package before mobilisation: as-built drawings, cable schedules, equipment data sheets, settings files, test sheets, certificates, manuals and spare parts lists. Say what format each item takes, when it is due and who checks it. If it is not in your contract, you will be arguing about it at the end.
Set one document control system and one numbering scheme for the whole power yard. When the gas turbine contractor, the electrical contractor and the civil contractor all use their own schemes, nobody can find anything at handover. Our EPC project delivery model uses one scheme from day one for exactly that reason.
Plan how your O&M team will use the records, and ask them what they need. A searchable library linked to equipment tags in the maintenance system is far more useful than a shelf of binders, and it is easier to keep current.
Keep Red-Lines Live at the Work Front
Red-line mark-ups are the raw material of as-built drawings. Keep a controlled set at the work front and update it the same day a change is made: a moved cable tray, a different valve type, a new junction box. Changes recorded weeks later are changes half-remembered.
Collect equipment data as it arrives, not at the end. Serial numbers, nameplates, firmware versions and settings should be captured when equipment is installed and again after commissioning. This is where your campus build can lose track, because tuned protection settings and control versions often differ from the design.
Link test records to systems. Every insulation test, loop check, pressure test and function test belongs to a system that will be handed over. Our guide to balance of plant shows how many systems sit around the turbines and why each needs its own records.
Check Turnover Packages Before Energisation
Make turnover a gate on your schedule. Before each system is energised, check its package against the handover list: drawings, tests, certificates and open punch items. Systems that are energised without records become the systems nobody can maintain safely.
Hand the final set to your operations team in a form you can all search and maintain, and train them on where things are. Give the O&M team the native drawing files, not only PDFs, so they can keep the records current as the plant changes.
Good records matter for every power choice on campus, from gas turbine generators, used/new gas turbines and a remanufactured GE Frame 6B to natural gas engines/stations, AI gas turbines, hyperscale generators and gas turbines for compute, and they are central to hyperscale EPC/O&M with the New USP&E FX-45 45MW Modular Gas Turbine for the Hyperscale Data Center sector in the USA. Our sister site on compute campus generators covers the operating side.
Global Offices Behind Your Data Centre Campus Programme
Your team wants answers in its own time zone. USP&E’s offices in Colorado Springs (1755 Telstar Dr, Suite 300) and Knoxville (800 S Gay St, Suite 700) lead your campus gas reception and GT build conversations in the US, from the first data request to the site visit, so questions about fuel, interconnection and delivery are answered by people who can be on site.
The wider network carries the heavy lifting for gas reception skids, gas turbine generators and electrical yards: London (162-168 Regent Street) for structuring and finance, Johannesburg (22 Kildoon Rd, Bryanston) for engineering and project controls, Cape Town (31 Brickfield Road, Woodstock) for design and commissioning support, and Wuxi, China (No. 1, Ningzhou Road, Wuxi) for China supply chain and manufacturing.
For campus document control, Colorado Springs and Knoxville teams can set up the handover list and numbering scheme with your contractors and audit turnover packages before energisation. Regions served: USA | AFRICA | UK | UAE | CHINA. USP&E’s reach covers 150+ power projects in 45+ countries and 25,000 MW contracted since 2002, and the company is ISO 9001 and ISO 45001 certified.
USP&E Track Record for Data Centre Campus
You want proof that USP&E can deliver complete, well-documented power plants to demanding clients. These projects show that record.
- USP&E has refurbished seven GE Frame 6B gas turbines to zero hours in-house for major US hyperscale data-centre developers.
- NEOM, Saudi Arabia: USP&E supplied three zero-hour Siemens SGT-400 gas turbines as the single technical and commercial interface, and the client reported savings of over $10 million. Read the case study.
- Perenco, Guatemala: USP&E delivered a 13.1 MW HFO/diesel modular power station under full EPC in under five months, on time and on budget. Read the case study.
HowTo: Capture As-Built Records on a Campus GT Build
Your 3-step plan: 1. Share your contract packages, schedule and document systems. 2. Receive a handover list, numbering scheme and turnover gate plan. 3. Build, record and hand over a plant that matches its records.
- Agree the list of documents, drawings and data each contractor must hand over before work starts.
- Set one document control system and one numbering scheme for every package.
- Keep red-line mark-ups at the work front and update them the same day changes are made.
- Collect equipment data, test sheets and certificates as each system is completed.
- Check turnover packages against the list before each system is energised.
- Hand the final as-built set to the O&M team in a form they can search and maintain.

FAQ: Campus As-Built Records for a GT Power Build
What are as-built records on a campus power build?
USP&E defines as-built records as the drawings, cable schedules, equipment data, settings, test sheets and certificates that show how the plant was actually built. They differ from design drawings because they include every change made on site during construction, testing and commissioning.
When should the handover list be agreed?
USP&E agrees the handover list before contractors mobilise and writes it into every contract package. The list says what each contractor must deliver, in what format, by when and who checks it. Agreeing it at the end almost always leads to gaps and disputes.
What is a red-line mark-up?
USP&E uses red-line mark-ups to record changes on a controlled copy of the drawings at the work front. Each change is marked the day it is made and later transferred to the as-built drawings. Without live red-lines, as-builts rely on memory.
Why should turnover packages be checked before energisation?
USP&E checks turnover packages before energisation because a live system without records is hard to maintain safely. Checking drawings, tests and certificates at that gate catches gaps while contractors are still on site, mobilised and able to fix them quickly.
Where are USP&E’s offices for campus power builds?
USP&E leads campus power builds from Colorado Springs and Knoxville, close to US hyperscale projects. London supports contracts and finance, Johannesburg and Cape Town add engineering and project depth, and Wuxi follows up skids, panels and switchgear made in China.
Has USP&E delivered power plants for demanding clients before?
USP&E has refurbished seven GE Frame 6B gas turbines to zero hours in-house for major US hyperscale data-centre developers. Public case studies also include zero-hour Siemens SGT-400 units for NEOM and a modular HFO and diesel power station delivered for Perenco in Guatemala.
Is USP&E a broker for campus power projects?
USP&E is not a broker. USP&E engineers, builds and operates power plants with its own people, so the team that sets up your records is the same team that commissions the plant, uses the records in O&M and answers for their accuracy.
How fast can USP&E help with campus document control?
USP&E can start reviewing your contract packages and current document systems as soon as you share them. Engineers flag missing handover requirements first, so they can be added before more contractors mobilise, more work is done and more changes go unrecorded.
Hand Over a Plant Your Team Can Trust
Record the build as it happens and your O&M team starts with the truth. Leave it to the end and they inherit a plant nobody can map. USP&E will help you build and hand over with confidence.
