Data Center Build

Campus Inspection and Test Plans for GT Builds

Your data centre campus depends on an on-site gas turbine plant, and dozens of contractors are building it at once: civils, steel, piping, electrical, controls and the turbine packages themselves. Each one says its work is done. Inspection and test plans are how you prove it before the plant is energised.

Without clear ITPs the risks pile up fast: welds nobody inspected, cables terminated without tests, protection settings never checked, factory tests skipped to save a week, and missing records that block energisation. That means rework, delay to first power and a campus that cannot take its first tenants on time.

USP&E Helps You Build Quality Into the Schedule

We know you are judged on first power and on a plant that keeps running after it. USP&E has delivered 150+ power projects in 45+ countries, with 25,000 MW contracted since 2002, and our engineers and project managers design, build and run gas turbine power plants for data centres, mines and utilities, with quality checks built into every package. Our systems are ISO 9001 and ISO 45001 certified. USP&E is a full-service EPC and O&M contractor, not a broker.

You do not need a mountain of paperwork. You need one ITP per package, clear acceptance criteria, agreed hold and witness points, and a single record that shows what was tested, by whom and with what result.

Write an ITP for Every Package

Start by listing every package that needs inspection and testing: foundations and concrete, structural steel, fuel gas piping, cooling and fire water systems, cable installation, switchgear, transformers, protection, controls and the turbine packages. Each package needs its own ITP, written before the work starts, not after.

Each ITP should list the activities in order, the standard or drawing each one is checked against, the acceptance criteria, the record that proves it and who signs. Keep the criteria plain and measurable: a torque value, a pressure test result, an insulation reading, a dimension. Vague criteria lead to arguments at the end of the job.

Link the ITPs to the power for data centre campuses design basis so the tests prove the plant meets the campus need, not just the contractor’s scope. If a test is not in an ITP, assume it will not happen.

Hold Points, Witness Points and Factory Tests

A hold point means work stops until the inspection is done and signed. A witness point means you are invited to attend but work can continue if you do not. Use hold points for steps that cannot be checked later, such as concealed welds, buried earthing, foundation bolts before the pour and pressure tests before insulation.

Factory tests matter just as much. Turbine packages, switchgear, control panels and transformers should be tested at the factory to an agreed procedure before they ship. Finding a control fault in the factory costs hours. Finding it on site after installation can cost weeks. Agree who witnesses each factory test and what records come with the equipment.

Plan the hold and witness points into the schedule with notice periods, so inspectors are there when needed and crews are not standing idle. A clear view of what balance of plant includes helps make sure no auxiliary system is left without an ITP.

Records, Punch Lists and Energisation

Keep every ITP, test sheet, calibration certificate and sign-off in one register that the whole team can see. Track punch items with a clear description, the person responsible and the date for each fix. Review open items every week, and do not let small items pile up until the last month.

Before energisation, close every ITP that affects safety and protection, and confirm the punch list holds no item that blocks safe operation. The records then become the starting point for the operations team, who will use them to compare future test results and plan maintenance. Our sister site covers compute campus generator topics for the operating years.

The same discipline applies whatever your generation mix: gas turbine generators, used/new gas turbines, a remanufactured GE Frame 6B or natural gas engines/stations. Teams doing hyperscale EPC/O&M work with AI gas turbines, hyperscale generators and gas turbines for compute rely on tight ITPs, and New USP&E FX-45 45MW Modular Gas Turbine for the Hyperscale Data Center sector in the USA. USP&E Track Record for Data Centre Campus

You want proof that USP&E can build power plants that pass inspection and run from day one. These projects show that record.

  • USP&E has refurbished seven GE Frame 6B gas turbines to zero hours in-house for major US hyperscale data-centre developers.
  • NEOM, Saudi Arabia: USP&E supplied three zero-hour Siemens SGT-400 gas turbines as the single technical and commercial interface, and the client reported savings of over $10 million. Read the case study.
  • A gold mine in Mauritania: USP&E supplied and installed a Caterpillar backup power station of low-hour Cat 3516B gensets with new switchgear, on time and on budget. Read the case study.

HowTo: Set Up Inspection and Test Plans for a Campus GT Build

FAQ: Campus Inspection and Test Plans for GT Builds

What is an inspection and test plan on a power plant build?

USP&E uses an inspection and test plan to list every check for a package in order, the standard each check is measured against, the acceptance criteria, the record that proves it and who signs. It turns quality from a promise into evidence that can be reviewed before energisation.

What is the difference between a hold point and a witness point?

USP&E treats a hold point as a step where work stops until the inspection is signed. A witness point is one you are invited to attend, but work can continue without you. Hold points suit steps that cannot be checked later, such as buried earthing and concealed welds.

Why do factory tests matter for campus power plants?

USP&E pushes for factory testing because faults found at the factory cost hours to fix, while the same faults found on site can cost weeks. Turbine packages, switchgear, control panels and transformers should be tested to an agreed procedure, with records shipped with the equipment.

Which ITPs must be closed before energisation?

USP&E closes every ITP that affects safety, protection and the systems being energised before power is applied. Open punch items are reviewed so none blocks safe operation, and the records are handed to the operations team as their baseline for future maintenance.

Where are USP&E’s offices for data centre campus builds?

USP&E supports US campus builds from Colorado Springs and Knoxville, with engineers who work on site with your contractors. London covers contracts and finance, Wuxi witnesses factory tests on equipment made in China, and Johannesburg and Cape Town add engineering depth for international projects.

Has USP&E delivered gas turbine work for data centre developers before?

USP&E has refurbished seven GE Frame 6B gas turbines to zero hours in-house for major US hyperscale data-centre developers. Public case studies also include NEOM, where USP&E supplied zero-hour Siemens SGT-400 gas turbines as the single technical and commercial interface.

Is USP&E a broker for campus power plants?

USP&E is not a broker. USP&E designs, builds, tests and runs power plants with its own engineers, so the team that writes your ITPs is the same team that signs off the work and stays accountable when the plant is running.

How fast can USP&E set up ITPs for a campus build?

USP&E can start drafting ITPs as soon as you share your package list, drawings and schedule. Engineers start with the packages on the critical path and the steps that cannot be checked later, so the plans are in place before those crews start work.

Prove It Before You Power It

Run clear ITPs and your plant reaches energisation with evidence, not hope. Skip them and hidden faults surface on the day your tenants need power. USP&E will help you inspect, test and energise with confidence.
